Congregations seeking to transform dedicate more than just children to the Lord. As part of their disciplemaking process they nurture people as Christian servants. As they feel called of God as fully devoted followers of Christ, these congregations will commission them or dedicate them to the Lord. This is not ordination. This is definitely not for everyone.
At the same time, congregations seeking to transform need a number of people equal to 20 percent of their average number of adults present on a typical Sunday for worship who could be characterized as fully devoted followers of Christ and thus dedicated.
