Congregations seeking to transform empower visionaries whose vision and passion seems viable and valid. They are proactive about this. They look for people who are responding to the vision God seems to be imparting to the church body. They then find ways to free up these people from management responsibilities so they can express leadership.
Most important, the managers of the congregation then get out of the way and allow visionary leaders to help the congregation soar with faith. This is tough for many managers and may require a significant change of heart for them to embrace this approach.
