A high percentage of leaders in a congregation should be sold out to the fulfillment of the vision. It cannot be a few. It must be at least 21 percent of the average number of adults present on a typical weekend for worship. In smaller membership congregations with less than 100 adults in attendance, it needs to be at least 21 adults. Leaders sold out to the vision have positive spiritual passion towards the vision. The hope is that this 21 percent number will grow as the envisioning process progresses.
